As the Guardian reported one of the delaying factors holding up the Government’s desired roll out of AI are these legacy IT applications, acting as a barrier to the adoption of these powerful new technologies like AI. They also present cybersecurity risks.

The Guardian article reports that the UK government’s efforts to integrate AI into its operations to improve efficiency are at risk due to outdated IT systems, poor-quality data, and a shortage of skilled personnel.

The public accounts committee (PAC), a cross-party group of MPs, highlighted that over 20 government IT systems classified as “legacy”—meaning they are obsolete and unsupported—still lack funding for upgrades. The article notes additional concerns, including persistent shortages of digital skills, uncompetitive civil service pay, and a lack of transparency in how AI is used, with only 33 official records published by January 2025 detailing algorithm-assisted decisions.

The Department for Science, Innovation and Technology (DSI), which leads these AI initiatives, acknowledged similar issues in two January reports, The State of Digital Government and Blueprint for a Modern Digital Government, but the PAC warns that without addressing these foundational problems, the government’s AI ambitions could falter.
