Government as a Platform
‘Government as a Platform‘ refers to building government services through modular, interoperable and reusable digital components.
Instead of building standalone solutions for each service, governments create a common infrastructure that can be shared and reused across different departments and agencies.
Key component parts include:

Platform Engineering
Platform Engineering is the practice of designing, building, and maintaining a standardized, scalable, and reusable platform that enables development teams to deliver software efficiently and reliably. Examples include HMRC.

Data Exchange Platform
A ‘Data Exchange Platform’ is a form of iPaaS: Integration Platform as a Service, and provides a central system for sharing data between agencies. Examples include Estonia.
Instead of each agency developing siloed systems, GaaP provides a centralized framework of reusable components—such as identity verification, payment systems, or data-sharing protocols—that agencies can leverage to build and deliver services.
