Unified Data Exchange Platform as the Centrepiece of Digital Public Infrastructure

It acts as a foundational layer that supports interoperability, accessibility, and efficiency in delivering public and private services.

GovStack
In the feature video Taavi Toomere, the head of Data Exchange Products at Cybernetica, demonstrates this capability. The data exchange layer is one of GovStack’s core elements, providing a secure and efficient backbone for data exchange across government systems. A strong data exchange infrastructure is essential for scalability and collaboration across different systems within the GovStack ecosystem.
This GovStack session took place and was filmed during the e-Governance Conference 2025 in Tallinn, Estonia. Through examples and interactive discussion, workshop participants explored GovStack’s modular, interoperable Building Blocks such as Information Mediator, drive service design, data-driven decision-making, and long-term sustainability.

UXP brings together data from organisations, information systems, and databases. It provides crucial components for interoperability and data exchange in a secure and standardised way. UXP allows service providers to retain control over their systems and data, yet making them a member of an infinitely scalable and decentralised data exchange network.
